Tourism relations between Azerbaijan and Russia have been discussed.

The Chairman of the State Tourism Agency, Fuad Nagiyev, emphasized at the meeting the government's commitment to developing the tourism sector, noting that the number of foreign visitors in 2023 increased by 30% compared to 2022.

He highlighted that Russia is a key tourism market for Azerbaijan, with Russian citizens making up 30% of all visitors in 2023. Nagiyev also pointed out the potential for multilateral cooperation in tourism between the two countries, mentioning the “Roadmap for the Development of Tourism between the Republic of Azerbaijan and the Russian Federation in 2024-2026,” signed on March 5, 2024, which offers valuable opportunities for strengthening bilateral tourism cooperation.

Nagiyev also discussed the growing interest among Russian tourists in Azerbaijan’s winter and ski resorts, such as Shahdag Mountain Resort, and suggested further cooperation within the framework of the Eurasian Mountain Resorts Alliance, which includes Russia's “Rosa Khutor” winter resort.

Maxim Reshetnikov, the Minister of Economic Development of the Russian Federation, acknowledged that while pre-pandemic levels have not yet been fully restored, Azerbaijan ranked first among the countries visited by Russian tourists in 2023. He also noted the significant potential for expanding bilateral tourism relations. Reshetnikov discussed a new law project aimed at encouraging Russian tour operators to organize tours to CIS countries, which would help strengthen partnerships with Azerbaijan and other nations.

The meeting also covered topics such as regular direct flights between the two countries, the opening of an Azerbaijani tourism office in Moscow, the development of cruise tourism in the Caspian Sea, winter tourism cooperation, promotional activities in Russia, investment opportunities, and the organization of mutual tourism industry visits.
